This paper attempts to reflect critically on the role which telephone call centers might play in the economic development of rural places in the ‘information age’, drawing mainly on a case study of the Highlands and Islands of Scotland. It argues that although call center employment tends mainly to be urban‐based, the growth of this form of work does present opportunities for some rural areas. The paper considers the locational factors rural areas would have to possess or develop in order to attract such work. It suggests call centers can make a valuable, though limited, contribution towards rural economic development, principally through the creation of additional employment opportunities and the stimulation of new skills and competencies. It also suggests that call centers do not represent a panacea for rural areas and that, indeed, it would be dangerous for rural areas to become over‐reliant on employment in this sector.  相似文献

Abstract: The Se San is an important tributary river basin of the Mekong. In 1993, Vietnam began building the Yali Falls Dam 80 kilometres upstream of the point at which this westward flowing river enters Cambodia. Ninety indigenous communities along the Se San River in two provinces of north‐eastern Cambodia have been impacted severely by flooding, and a dramatically altered hydrological regime that affects fisheries and all other aspects of livelihood, such as river bank agriculture. Since 2000, when the first turbines were commissioned, the affected communities have been increasingly vocal regarding the impacts of Yali and the plans for several more dams on upper reaches of the river. A complex set of actors including non‐governmental organisations, village, district and provincial authorities, national committees in Cambodia and Vietnam, the Mekong River Commission and a range of international players have become involved in a two‐track process, which has nevertheless allowed little space for negotiation over the Se San River on the part of those most directly affected. This case has fundamental implications for governance and conflict management in the Mekong and more widely. The Australian Mekong Resource Centre has been working with local actors to document the Se San case as part of an international project on River Basin Management: a negotiated approach, in support of six cases that involve up‐scaling of grassroots river basin initiatives in Africa, Latin America and Asia. In this article, we illustrate the significance of and problematise negotiation as a socially and politically embedded conflict management principle, with reference to the Se San case.  相似文献

Forty-five Musa clones, including endemic and introduced cultivars plus hybrids, were evaluated for resistance against the banana weevil, Cosmopolites sordidus, in a field trial in Uganda. The predominant groups of staple crops, East African highland bananas (Musa spp. AAA) and plantains (Musaspp. AAB), as well as plantain-derived hybrids (AAB × AA), showed the highest levels of susceptibility to this pest. These were followed by dessert bananas (Musa spp. AAA), exotic bananas (Musa spp. ABB) and finally diploids of M. acuminata (AA). Hybrids of banana origin were highly resistant. Some East African highland cultivars, especially brewing types (e.g., Kabula, Bagandeseza, Ediirira), showed intermediate levels of resistance. Among the non-highland bananas, high levels of resistance were observed in Yangambi-Km5 (AAA), Cavendish (AAA), Gros Michel (AAA), Kayinja (ABB, Pisang Awak subgroup), Ndiizi (AB, Ney Poovan subgroup)and Kisubi (Ney Poovan subgroup). The highest resistance was observed in banana hybrids TMB2×7197-2, TMB2×8075-7 and the wild banana Calcutta-4 (AA). These were considered the best sources of resistance for a weevil resistance-breeding programme with the two hybrids commonly used as improved male parents. Degradation Kinetics of Perchlorate in Sediments and Soils   总被引:1,自引:0,他引:1  
This study investigated the intrinsic perchlorate (ClO4 -)degradation kinetics of sediments and soils from multiple sites in microcosm studies, including the influence of varying nitrate concentration (NO3 --N from 1 to 22.8 ppm) and up to 300 ppm sulfate. The first-order degradation rates and lag times of both ClO4 - and NO3 - degradation were site-specific and dependent on environmental conditions such as organic substrate availability, nitrate, initial ClO4 - concentration, and prior ClO4 - exposure. At an initial ClO4 - concentration of 5 ppm, ClO4 - degradation rates ranged from 0.13 to 0.46 day-1, and lag times of ClO4 - degradation ranged from 0 to 60.0 days; while NO3 - degradation occurred at rates ranging from 0.03 to 1.42 day-1, with lag times ranging from 0 to 29.7 days. Under the same treatment conditions, NO3 - degradation rates were relatively higher than that of ClO4 -. Perchlorate degradation rates remained constant at both lower (0.5 ppm) and higher (5 ppm) ClO4 - concentrations. Generally, ClO4 - rates were affected by the availability of organic substrate, which was represented here by Total Volatile Solids (TVS) of sediments and soils, and not by NO3 -. Nitrate did increase the lag time of ClO4 - degradation, which may account for the persistence of ClO4 - in the environment, especially when ClO4 - is typically ppb levels in the environment compared to ppm levels of NO3 -. This study showed rapid intrinsic ClO4 - degradation in sediments and soils of contaminated sites, and highlighted the potential for natural attenuation of ClO4 - in the environment.  相似文献

Animal surveys were conducted in six habitat types within the timber concession of PT International Timber Corporation Indonesia, East Kalimantan. Species diversity was found to be similar in undisturbed forest and in 3- to 5-year-old selectively logged forest, although densities in the latter were considerably less. Both diversity and density declined drastically in forestry plantations, but certain of the species remaining caused significant damage to young trees. Although few animals were observed in areas where there was active road construction and timber felling, their densities in adjacent undisturbed forest areas did not increase, suggesting that the level of local migration actually is low. It is suggested that recolonisation of old logged forest can occur successfully provide that the level of hunting is low and that adjacent areas of undisturbed forest remain to provide a population pool from which colonists can spread.  相似文献

Summary Measurements of soil respiration were made at a number of soil-covered reclaimed coal-mine spoil sites. Many chemical and physical soil factors likely to affect the respiration were also measured. A combination of principal component, cluster, and multiple regression analyses was used to indicate the important factors. These were found to be water-holding capacity and organic matter content. In some cases soil pH was also a controlling factor.  相似文献

We report a conceptual framework for a simple screening tool to evaluate the vulnerability of different fields in the landscape to phosphorus (P) loss within the European agricultural context. Our work builds on the principles established for the P Index system developed in the United States. We examine the differing needs and criteria for a range of EU member states and EFTA countries and highlight essential and optional criteria for inclusion in the decision support framework depending on their ecoregional characteristics. A framework such as this, meets in principle, the needs of the COST832 Action ‘Quantifying the Agricultural Contribution to Eutrophication’ as it deals with diffuse nutrient sources from agriculture, and aids more targeted use of practical strategies to mitigate nutrient losses to minimise the potential for the eutrophication of receiving waters.  相似文献

Continuous half-hourly measurements of soil CO2 efflux made between January and December 2001 in a mature trembling aspen stand located at the southern edge of the boreal forest in Canada were used to investigate the seasonal and diurnal dependence of soil respiration (Rs) on soil temperature (Ts) and water content (θ). Daily mean Rs varied from a minimum of 0.1 μmol m−2 s−1 in February to a maximum of 9.2 μmol m−2 s−1 in mid-July. Daily mean Ts at the 2-cm depth was the primary variable accounting for the temporal variation of Rs and no differences between Arrhenius and Q10 response functions were found to describe the seasonal relationship. Rs at 10 °C (Rs10) and the temperature sensitivity of Rs (Q10Rs) calculated at the seasonal time scale were 3.8 μmol m−2 s−1 and 3.8, respectively. Temperature normalization of daily mean Rs (RsN) revealed that θ in the 0–15 cm soil layer was the secondary variable accounting for the temporal variation of Rs during the growing season. Daily RsN showed two distinctive phases with respect to soil water field capacity in the 0–15 cm layer (θfc, 0.30 m3 m−3): (1) RsN was strongly reduced when θ decreased below θfc, which reflected a reduction in microbial decomposition, and (2) RsN slightly decreased when θ increased above θfc, which reflected a restriction of CO2 or O2 transport in the soil profile.Diurnal variations of half-hourly Rs were usually out of phase with Ts at the 2-cm depth, which resulted in strong diurnal hysteresis between the two variables. Daily nighttime Rs10 and Q10Rs parameters calculated from half-hourly nighttime measurements of Rs and Ts at the 2-cm depth (when there was steady cooling of the soil) varied greatly during the growing season and ranged from 6.8 to 1.6 μmol m−2 s−1 and 5.5 to 1.3, respectively. On average, daily nighttime Rs10 (4.5 μmol m−2 s−1) and Q10Rs (2.8) were higher and lower, respectively, than the values obtained from the seasonal relationship. Seasonal variations of these daily parameters were highly correlated with variations of θ in the 0–15 cm soil layer, with a tendency of low Rs10 and Q10Rs values at low θ. Overall, the use of seasonal Rs10 and Q10Rs parameters led to an overestimation of daily ranges of half-hourly RsRs) during drought conditions, which supported findings that the short-term temperature sensitivity of Rs was lower during periods of low θ. The use of daily nighttime Rs10 and Q10Rs parameters greatly helped at simulating ΔRs during these periods but did not improve the estimation of half-hourly Rs throughout the year as it could not account for the diurnal hysteresis effect.  相似文献

The seeds of peas (Pisum sativum) and chickpeas (Cicer arietinum) expressing a gene for α-amylase inhibitor-1 (αAI) from the common bean (Phaseolus vulgaris) are protected from damage by old world bruchids (pea and cowpea weevils). Here, we used electrospray ionization time-of-flight mass spectrometry to compare the post-translational modifications of αAI from transgenic sources with the processed forms of the protein from several bean varieties. All sources showed microheterogeneity with differences in the relative abundance of particular variants due to differences in the frequency of addition of glycans, variable processing of glycans, and differences of C-terminal exopeptidase activity. The structural variation among the transgenics was generally within the range of the bean varieties. Previously, mice showed allergic reactions following ingestion of transgenic pea αAI but not bean αAI. Here, only minor differences were observed following intraperitoneal sensitization. Both of the transgenic pea and bean forms of αAI elicited Th1 and Th2 antibody isotype responses, suggesting that both proteins are immunogenic and could potentially be allergenic.  相似文献
